Wait. I forgot who I was talking with. After thinking about it I guess I should assume you need a long-handled mirror to see a lot of things.

Start by sanding with 120 grit sandpaper. then apply a coat of latex primer. Sand that with 220 grit paper. apply another coat of latex primer. Then call a real painter. Kzoo's Lawn Mowing, Legal, and Painting Services, LLC

Since it's in the basement, did you peel any of that insulation back to look for mold underneath?

OK so I had this with WoKzoo's CRV. There is something bolted to the side of the block that is a known leak problem. But I don't remember what it is. Her CRV developed the leak and I checked on the repair. Simple enough to DIY if you have a lift. As I remember it was 2 10mm bolts. A 5 minute repair. Checking with the local Midas shop it was $75. She totaled that CRV before I got it fixed. EDIT VTEC gasket Variable timing gasket.
