I think you handled it correctly, the question didn’t apply to you. But there was a point in the vaccine rollout that several minority groups were significantly hesitant to the vaccine (while other minority groups were vaccinated at exceptional rates). The goal was to help them feel more comfortable in the vaccination process. I don’t think it causes strife to assess how the vaccination clinic did in managing those fears and other sources of resistance.
My work did provide snacks and drinks after the first shot, presumably to comfort an uncertain early group of vaccination recipients. Those perks went away with shot two and the booster, as it was obvious no one needed that anymore to accomplish the goal of full vaccination status.
