Swamps are found where the ground is flat, or at least certainly not with ground pitched like that otherwise the water would flow downhill and you wouldn't have a swamp in the first place. However, it could be possible there is a cloverleaf highway intersection nearby. They have such things in Florida. That way, a wheelchair could careen down the slope and into a swamp. Swamps don't have hills...we know that...A guy in a wheel chair flying down a Fl cloverleaf would probably welcome the odds of avoiding the gator vs avoiding a retired NYC dentist in a Buick.
