Why aren't roads made from rubber and tires from asphalt?

I always thought they should grind up old tires and mix them in with the assfault. It should work especially well where runners are always running. A bit easier on the joints I would think.

They tried rubberized concrete on a local expressway about 10 years ago or so.  The road needed to be replaced like two years later.

The local high school uses recycled tires for for their track.  It is a joy to run on.
