When he is In the basement alone he rearranges stuff, opens the dog food containers for a snack and then runs back upstairs with a prize. Adding the gate worked for awhile. Paulie has won the challenge. Maybe he needs a new challenge where he has to go over bridges, through tunnels, weave poles and figure out teeter totters to win dog food.
