A study in contrasts.  The colors in the room contrasted with the darkness of night.  The intimacy of looking into a woman's private rooms contrasted with the loneliness of the city.

Not casements which was the norm until around 1910 and the increasing encroachment of electricity.

I would think that's the glow from the neon light of the downstairs business, most likely orange. 

The young lady is pale white, somewhat plump, so most likely a redhead from Ireland.

That's not her skin.  She is wearing white leg coverings and top of some sort.
