Many believe he was at odds with George W & Rumsfeld which led to his stepping down. He initially was not in favor of invading Iraq and later admitted to congress his sources were incorrect. Although I have read that he knew what he was stating as fact at the U.N. was not. I don’t disagree that he may later have had a change of conscience, but in the moment that mattered he parroted the War committee’s rhetoric. I was never sure that he "lied". He was given some bad information and pictures with an analysis that was incorrect to take to the UN. One might wish that more care had been taken in the analysis by the experts at National Intelligence but IMO Powell was a pretty good man tarred by politics.
