Not a earthquake: coal dust explosion

What I felt this morning was an explosion at a coal dust facility a mile from me, where coal is offloaded from barges.  There are laws in my county about keeping coal wet - I used to be on our county's Landfill Laws Commission and that included huge coal piles - but the CSX facility is in Baltimore City, not the county.

Fortunately, no injuries have been reported.

No.  Baltimore City is NOT in a county,  I think there are 6 or 7 cities like that in the USA.

There is a Baltimore County, but the city isn't in it.

Baltimore City is also less up-to-date with safety regulations and does less inspections than the surrounding counties.

If my house had been in Baltimore City, the county building codes that my contractor said to thank for a lot of the extras in my rebuilt house would not exist!
