Strange we remember him for that but don't remember: Dwight D. Eisenhower brought a "New Look" to U.S. national security policy in 1953. But the warning was given in 1961 as he was leaving office. Perhaps he was warning of a trap he himself had fallen into, and hoped to warn future leaders not to make the same error?
