Interesting.  If it can be proven that the students CONSPIRED to all ride horses on one day just to cause a problem and extra expense for the school, they or their parents could be sued for those costs plus possible nuisance money, law or no law.

That's what nuisance laws due: cover things that are costly pranks that may not be against the law.

On the other hand, if it was all in fun and not a big expense, it's probably just as well to laugh about it - and get the law changed!

In Maryland, back in the 60's, there was an old law on the books allowing a man to shoot a man if he was caught in bed with first man's wife.

Someone realized his wife was having an affair, somehow learned about the law, and killed the guy while he was in bed with his wife.

He got away with it, though there was a lot of argument that went on for a long time about the case.  I don't know if there was any lawsuit or other legal action after the first verdict found him not guilty.

That is awesome.  Recently there was a case where a kid got a tractor impounded.  A youtuber made a video about it and offered each kid that drove a tractor 500 dollars to drive it to school the next day.  It was some pretty funny stuff.
