I read that charge as just the opposite in that an assault of some sort occurred that showed intent to kill, such as hitting them in the head with a rolling pin, but the person doesn’t die. I guess you can also plan to commit a murder and if the plan is thwarted it could be intent to commit murder with no other charges. Maybe there's some legal mumbo-jumbo requiring it to be spelled out. Criminal intent to kill would work since killing isn't necessarily murder.
