Washington really has been stepping up to the plate regarding bicycling.  Well, mainly Seattle.  They've realized for quite some time now that we have a quagmire of a traffic system and they've been working -- and spending billions of dollars I might add -- on alternative forms of transportation.  This includes light rail -- after the fact planning which is now so costly -- and new bicycle routes for these new platforms.  My only complaint is many of these changes will probably occur after I'm dead or I'll be too old I can't take advantage of it.

4th, it's a lie.  If I'm in one of the most friendly states, I'd hate to see one near the bottom.

​I think one thing that screws this up, a lot of the lower ranked states are more rural, so you have less issues with out doing much.  I've never had much of an issue riding here and most of the cities are doing a lot to be more cycling friendly, yet we rank really low.
