They've realized for quite some time now that we have a quagmire of a traffic system and they've been working -- and spending billions of dollars I might add -- on alternative forms of transportation. This includes light rail -- after the fact planning which is now so costly -- and new bicycle routes for these new platforms. If I'm in one of the most friendly states, I'd hate to see one near the bottom.I think one thing that screws this up, a lot of the lower ranked states are more rural, so you have less issues with out doing much.
