Some jackpole just raked leaves from the street back onto my yard

I just finished raking.  I had all my leaves in the street and some jackpole with a rake on a bike pushes them back on my lawn.

 

I'm calling the cops.

we can barely get ours out of the doughnut shop, much less get them to rake leaves.
