They always have a cardboard sign up under the bridge with a name for their tent city. I met him because of my work. 5 or so years ago I turned in my resignation when I was upset. When I decided I wanted to rescind, Carl wrote the Administrator asking him to please take me back and stating I was the best mental health officer we had.
