That looks like they way most of our counties do "seal coating". 23 miles, 87 degrees, 4-6 mph winds, sunny, much less smoke. It would be nice if they did that here. Montana and Colorado do, but here they use what we refer to as "boulders and Cheez Whiz" - half inch and larger gravel, and fake tar that doesn't stick to anything except your bike or car.
