Solid color (usually the hi-viz yellow for me) jerseys for around 20 bucks.  Nothing too fancy but breathable fabrics, whichever length zipper you prefer, and back pockets are pretty much the features you need.  In my experience, the CS is pretty good, too.

For cheap everyday jerseys when I used to ride every day, I used Nashbar brand

If you absolutely must wear the cheapest shirt you can find, you're not going to do much better than that!  For me, the price difference is worth it to have the pockets in the back.  I don't believe I've yet worn a jersey to the point where I considered it fully worn out and unwearable, but I have enough of them so I don't have to wash and wear the same the one every time I ride.

When I first started riding in 80 or 81 fanny packs were popular with cycle touring folks.  Jerseys were for racers and were wool, hot and itchy.  So t shirt and fanny packs were common.  

It's been a few decades since I wore one riding but it was comfortable.  I have a Camelback too and a well designed form fitting backpack can be very comfortable albeit more expensive.
