That is a refinery. It is owned by a nice little Texas company formerly known as Enron but now known as Kinder Morgan. Our government is offering financial assistance to in order to complete a pipeline between the oilfields in Alberta and that site in Burrard inlet. That end of the inlet has had refining activity for 60 years but most activity has been shut down. Burrard inlet is beautiful and it is a recreation and fishing area as well as Vancouver's main port. That facility will be receiving diluted bitumen from the oilfields via the pipeline and loading it on ships to be send all around the world. There is a large battle between BC and Alberta taking place with the federal government trying to look like they are assisting. BC doesn't want it, Alberta does. So, that ain't a lake.
