Legal pot distribution has failed to generate anticipated profits. Illegal sales in California remain high. Both conditions are the result of restrictions imposed by officials upon the new industry.

Ontario had a distribution model in place with their Beer Stores; just sell weed there.  I don't know why a second distribution system needs to be developed for marijuana.

Actually, it was the liquor store, not the beer store. Two separate entities.
