Luckily, Tom had a dead branch way up over the growth, and so he just shook it loose in a wind storm and that clobbered the growth. It hasn't come back yet. I'd be more concerned about the apparently gigantic dog in your neighborhood that decided to 'mark' your tree, starting about 15 feet off the ground.
