Why do you need a driver’s license to buy alcohol when you can’t drink and drive?

You don’t. You need proof of age. A state ID or passport work fine.

Clearly, we need Drinking Licenses!   Will they serve alcohol at the DA while waiting your turn?

Not a bad idea, actually. Drunk and disorderly or DUI charges would flag someone as inappropriate to sell beer/wine/liquor to.

Can they scan a passport like they do driver's licenses? I will have to look when I get home..

The day I turned 21, I walked into a liquor store that had ALWAYS checked my ID beforehand (Wait, I left it in the car!),

I bought a bunch of booze and they didn't check my I.D.

I said, "Wait a minute, You guys ALWAYS checked it before I was 21, you better check it now on my 21st birthday!"

The whole place erupted in laughter.  They checked it.
