IF it's in the upper 40's, I usually throw a coat in the car in case I need it, but go shopping in a flannel shirt. If it's in the 30's, usually a "Fall" coat over a tee shirt.  But once it drops into the 20's or there's a strong cold wind, I become a sissy.  I'm already counting down the 84 days until the Spring Equinox at 11:49 pm EDT on March 19. - early next year mostly due to having 29 days in February.

People are used to varying degrees of cold. We used to laugh at the Taiwanese and people from tropical countries at IIT in Chicago when they'd dress for an arctic expedition before walking 200 feet in 30 degree weather to go from our Graduate Dorm to the Commons Building to get some food or drink

On the other hand, a guy from Northern Germany named Hans would amaze us and do it in a tee shirt in 10 degree, windy weather.

We have a guy in town that everyone calls Mr. Freeze and he wears earmuffs, jacket Zipped all the way up and gloves when it's 78°.

33o isn't scarf weather.  I don't think I wear a scarf until ~0o or so, which makes me lucky as I dislike scarves. 

I will say, though, I see folks out riding in the 40s, with all sorts of cold weather gear - from full balaclavas, to ski goggles, or ski gloves, or head wraps of various kinds.  I will go with some ear coverage when dipping below 40o and progressively go from lightweight full finger gloves at 50, wind resistant ones at 40, and then the more winter specific at closer to freezing.
