If I remember my NFL history, that's not quite accurate. The NFL could not stop the move of the organization to Baltimore but they recognized them as a different team (as opposed to when the Colts left in the middle of the night). If I remember correctly the NFL did not allow the Brown's legacy (records and stats) to go with the team to MD. The history was reserved for Cleveland and was grandfathered to the new Browns when they were reformed (if that's the right word).
