Internet company is stupid!

So our internet went out.. called the company and told them it is not just our. One, but multiple homes in our area. 
told them last week the neighbor was having his finch redone and the company ran a new line from where it was cut. 
guy on the phone questioned the problem. 
First off I tell the guy I’m not an idiot.. if the internet is out, the cable is laying in the ground not attached to the box, this therefore makes the neighborhood posed because they can’t watch television or porn. 
 

still didn’t find me funny or correct.. 

I told home I would send him the issue with a picture.. he gave me a number and I texted this to him

after seeing the picture, he asked how it happened.. I told him crazed  raccoon. 
 

so sometime tonight we will finally get someone here to plug it back in.. I was told I was not aloud to lick the cable or do anything with it. 
mil.. he said don’t touch it and I questioned if it was safe to lick because I must be stupid and don’t know why the internet is out

All the ones I've seen, it's just a tamper bolt.  Like most people don't have a set of those by now.

The one in my yard has the tank per lock, this one down the road is in a metal locked box.. not sure if it is just because it is a high pedestrian area or because they are asshats.
