The "history will repeat itself" phrase is actually incomplete - it leaves out the qualifier.

It was Spanish Philosopher George Santayana who said, around 1900, "Those who do not remember the past are condemned to repeat it."

I think that's pretty accurate.  It's also a cousin to, "Fool me once, shame on you. Fool me twice, shame on me."

Well Twain's spin is that learn or not, it isn't the "same", but more "along the same lines" or pretty similar.  Maybe Santayana liked what Twain had been saying and decided he wanted to make it his own?
