Shift up a gear and increase your cadence. I got the impression he was riding at the same speed as you but didn't want to get into a slug fest. He fit the standard "good on flats and descents" model. I never drop folks on descents unless their twisty off a mountain and I know the road, otherwise, my size is just not gonna give me any advantages over the more meaty types. A good part of his time drafting me was an incline into the wind.
