I bring some tools (D), and know how to use others I didn't bring (B). I always have comments, but usually keep them to myself and rarely stop if I see three folks standing around doing a repair (or trying to).  If someone is by themselves, I ask if they need help. If there are two folks, I might ask, but often suss out if one or both look like they are making progress.

I met a teenage guy on the bike trail trying to put his chain back on. He had a Walmart one speed and no tools. It looked like he must have oiled his chain with used motor oil.         His hands were completely black from handling the chain. I didn’t have a wrench for the axle to loosen the chain and tighten it after it was back on the sprockets. I just gave him advise on how to get it back on. I suggested he carry a few tools in the future and use a different chain lube. I stayed with him until he got it on.
